Brief History

The first three years of T4M Rural Development all important seed multiplication phase albeit difficult was very successful even at the height of militancy in the Niger Delta Region. T4M created a total of 1,295 jobs for the Niger Delta youths (40% of whom were ex/repentant militants) who were employed and trained 800 Niger Delta Youths in every aspect of T4M rice production cycle during the period in question. We cleared over 2,420 ha of primary forest in six States of the NDR viz, Abia, Akwa Ibom, Bayelsa, Cross Rivers, Edo and Rivers States respectively. We harvested in excess of 3,500 bags of 50kg hybrid High Yield Variety Disease Resistant Rice Seeds the first of its kind in the Niger Delta Region of Nigeria sufficient to cover 10,000 ha rice farm on a roll over basis and with a minimum guarantee yield of 5 and 7 tons per hectare yield for both upland and wetland rice. T4M Agritech Group are proud and confident to state that we have now developed and achieved the best and highest Hybrid Yield ever achieved in Niger Delta Region.  We are poised to meet and exceed the 2020 millennium development goal (MDG) in Rural Development through local rice production capacity in the Niger Delta Region if the needed enabling investor friendly environment is created and sustained.

T4M successful completion of her pioneer all important massive seed multiplication programme in six States of NDR, has now paved the way for the full establishment of Rural Development Expansion Programme through large-scale mechanized commercial rice and associated crops production and processing in the region. This huge investment exercise borne by T4M proved to be a baseline comprehensive study and Lessons of Experience in the Management of a Joint Venture Public Private Partnership in innovative Rural Development through large-scale Commercial Rice and Associated Crops Production and Processing Facility between T4M, Niger Delta Development Commission (NDDC) and 6 other State Governments in the Niger Delta Region for the first time ever.

For several decades, food security, unemployment, poverty, poor infrastructure and rural under development, to name but a few, have been some of the most important and inescapable issues surrounding the socio-economic and political instability in the various parts of Nigeria particularly in the Niger Delta Region as is the case in other parts of Nigeria and sub Sahara Africa.

The Niger Delta Region, T4M geographical operational base is unquestionably, the economic hub and bread-basket of Nigeria. It is a region blessed with an incredible abundance of unparalleled Natural; Mineral; Human; Ecological and Material Resources the likes of which can be seen in no other part of the world. The Niger Delta Region has some of the worlds most enviable natural ecological habitats for agriculture in terms of soil fertility, abundance of fresh water, topography, friendly climatic conditions most ideal for massive rice and other associated crops production and processing. Yet, the Niger Delta Region remains poor, backward and deprived in socio-economic terms with abject poverty, hunger, starvation, inequality, mass unemployment, poor infrastructure and deprivation being the inescapable overt and humiliating daily experience of human living for the vast majority of the populace. Noteworthy is the devastating effect and the socio-economic and political impact of militancy in the region and the nation, despite the existence of major institutions such as the Niger Delta State Governments, Niger Delta Development Commission, the Niger Delta Ministry, etc.

Yet, the Road to Rural Development in the Niger Delta Region and Nigeria generally via agric-sub-sector, and commercial rice and associated crops production initiatives in particular has been a long arduous and frustrating experience fraught with the lack of political commitment, clear cut policy guidelines, policy inconsistency, various abandoned projects, implementation problems, technical know-how, managerial in-capabilities, inappropriate funding, lack of individual and institutional capacity building measures for effective regional and by implication national transformation in rice production to the institutional structures deeply rooted with ineffective and out-dated bureaucratic civil service systems..
