For several decades, food security, unemployment, poverty, poor infrastructure and rural under development, to name but a few, have been some of the most important and inescapable issues surrounding the socio-economic and political instability in the various parts of Nigeria particularly in South South States of the Niger Delta Region as is the case in other parts of Nigeria and sub Sahara Africa.The Niger Delta region as in other SPV project States and SSA has some of the worlds most enviable natural habitats for agriculture in terms of soil fertility, abundance of fresh water, topography, friendly climatic conditions, etc., most ideal for massive rice production. Yet the Region remains poor, backward and deprived in socio-economic terms with abject poverty, mass unemployment and poor infrastructure still a major problem for the vast majority of the populace.
The Road to Rural Development through agric-sub-sector in Nigeria and Sub Sahara Africa generally and commercial rice production initiatives in particular has been a long arduous and frustrating experience fraught with the lack of political commitment, clear cut policy guidelines, implementation problems, technical know-how, managerial in-capabilities, inappropriate funding, lack of individual and institutional capacity building measures for effective regional, national and Sub Sahara Continental transformation in rice production to the institutional structures, deeply rooted with ineffective and out-dated bureaucratic civil service systems.
To cure and overcome these major shortcomings, T4M Agritech was established. T4M Agritech as we are fondly known is a United Kingdom company set up to operate as an SPV (Special Purpose Vehicles) in Nigeria and SSA to bring about sustainable Rural Development through large scale mechanized commercial rice and associated crops production and value chain processing in Nigeria and Sub-Saharan Africa. T4M Agritech Farming system, simply put, is our own uniquely designed Innovative Systems Approach Model for the establishment of Rural Development Programme, utilizing agriculture rice and other associated crops production and value chain processing as a Special Purpose Vehicle to bring about full development in the SPV catchment areas. T4M Agritech Farming System is designed to address the socio-economic development needs of the Niger Delta Region (NDR) as illustrated in the diagram below:-
For conceptual as well as intellectual clarity, it must be understood that Agricultural Development and Rural Development are not one and the same thing in theory or in practice, albeit intrinsically linked. Agriculture is an important component of rural development but does not necessarily mean rural development in totality or in conceptualization. Both are of strategic importance in the development process.A definition of agricultural development would include such things as aggregate increase, or growth, in agricultural produce; agricultural extension; soil science; agricultural economics; farming systems; aquaculture; farm management practices, mechanization; livestock and animal husbandry; and the use of hybrid high yielding variety disease resistant seeds (HYVDRS), multiplication by innovative and productive techniques, etc.
Rural Development is, and has to be, understood as an umbrella term embracing both Community Development; Agriculture; Agrarian Reforms; Health; Family Planning; Education; Political, Social, Environmental, Ecological issues, and such related components of the economy and society which impact on the lives of those residing in rural communities. T4M Agritech Farming Systema is our unique innovative systems approach model to Rural Development through a set of economic and social development activities designed to transform the socio-economic and political life of rural communities as a whole. Our Rural Development systems approach model includes activities outside the agricultural sector, such as the identification and development of physical, natural, ecological and human resources development; employment; basic needs necessity; capacity building; infrastructure; building and maintenance of small feeder roads; village schools, clinics and other community facilities and making the process self-sustainable.
In our T4M Agritech Farming System, when any attempt is made to discuss agriculture within the context of development, it should be understood as a functional concept to achieve Rural Development. “T4M Agritech farming system”, within this framework, refers not merely to the end product of agricultural development itself, such as aggregate increase in agricultural produce or output. T4M Agritech Farming system is an integral part of our Rural Development model, which ensures that particular attention is paid as a matter of great general importance, to the processes leading to our agricultural increase, in particular, in terms of what proportion of the rural (client) community has been mobilized in achieving the increase. Our JV task is by no means limited to agricultural development, food security, employment creation, etc., as part of our agricultural output, but more on the impact of the output on the welfare, rural livelihood and self-sustainable development of the rural communities within each of our JV SPV.
When we talk of rural development, we are particularly concerned in the main, with ‘grass roots development’. That is to say development of the rural communities where unemployment, poverty, hunger, starvation, inequality and deprivation become the inescapable overt daily experience of human living. The lack of grass root development has invariably manifested itself in the form of social tensions, political unrest, insecurity, militancy, etc., so widespread that it has now become a common inescapable phenomenon in poverty level across the Niger Delta Region, as is the case in other parts of the Federal Republic of Nigeria.
